No. A twin tube shock has a particular design that only works when the shock is vertical. When a twin tube shock is stored for a time horizontally (as it is on warehouse shelves, on the delivery truck, or when stored in your home after delivery) the nitrogen gas and oil will mix and cause the shock to feel like it has no damping ability at all. A shock that is easy to pull in and out by hand just needs to be kept the right way up and cycled a few times for the gas and oil to separate. Shocks are not shipped without gas pressure.
